I've adjusted my valves twice, first time when I rebuilt the engine, then about 3 years later when I pulled the valve cover off to fix a minor valve cover gasket leak (I think I was bored that weekend). The second time I had a couple valves that needed tweeked a hair, the rest were good. Both times I adjusted the cold gap to .015". That's room temp. cold, not like.... 20 degrees F or anything like that. Then I also did a hot check, that's operating temperature with a temporary sidekick gas tank ( I used a coffee can ). In both cases, my hot valve gaps were all right-on spec @ .013", or so close to it that I couldn't do any better with the engine idling along.

I think a guy can actually do a better job with valve adjustments when the engine is sitting still at room temp., then when it is hot and/or running. When I adjust valves, I turn the engine by hand through it's cycle, adjusting valves as I go, then crank the engine a few times with the starter, then check-em all again, and keep doing that until I am happy with them. I interpret that valve rocker hot/cold spec as an either/or thing, check cold, or hot, but don't need to do both..... but that's just me.

Hey Jerry, do these engines normally require periodic valve adjustments? My TO-35 runs like a top, I'm just wondering.

They need to be checked periodically before the get out o adjustment. Too small a clearance on the exhaust valve is particularly bad since it leads to burned valves due to lack of contact cooling. Better to have an exhaust valve that's noisy than one that is too tight. But as John(UK) says, you need to get them right for best performance.

The clearances do need checking periodically as like any other moving part they wear, you will hear them "clattering" when they are out of adjustment but they need adjusting before they get to that stage. If they "clatter" the gap is too wide so the valves aren't opening fully so you are not getting the best from your engine, both in economy and performance.

The cold setting is 0.015" and the hot and running setting is 0.013". I set mine hot and running by warming up the engine with a 1 liter pop bottle for a temporary fuel tank and then dialing back the idle to as slow as I can get it to minimize the oil splash.
If I recall correctly, gshadel set his cold and checked them hot and said he got the correct hot running clearance. The shop manual recommends a rough setting cold and then a hot & running setting.
