I have a to-20 that is seized, it was running good and I was adjusting the carb and it cut out, when I hit the starter it jammed. I took the started loose and it unlocked, when it hit the starter again it turned slow and would not turn over any more. I tried rocking it and it will not move. I took out the plugs and starter and I can not turn the engine by rocking or putting a screw driver on the fly wheel. Could it be the governor locked ? I am open for any help you good people can give me.
I have had all Fords up til now.

Nick, one thing you might try is taking off the inspection cover on the front bottom of the tranny. I have a 30 that was running fine then one day went to start it and it seemed like it was siezed. Couldn't get it to budge. My dad found a piece of the starter bendix and half of the starter teeth jamming it at the bootom. Must have come from a starter in the past and finally found the right spot to jam it up. It took a little while to get it out but once we did she fired right up.

Certain early serial # tractors had a flywheel ring gear installed so the starter can knock the ring gear into the bell housing therefor locking everything up.
Take the starter off and look would be the easiest.

I already removed the starter ang plugs. The ring gear is still in place.Any other thing I should check or should I split the tractor?

Does your starter ring gear install on flywheel from the front of the tractor or the rear of the tractor? If it installs from the rear look again very carefully to see if the ring gear has moved toward the rear jamming in the bell housing. Ring gear can cock a bit so where the stater gear hits may be closer to flywheel lip than on top of the engine where the teeth hit the bell housing. If you are certain it is not the ring gear I don,t know what it would be.

Your choice. One fix is to purchase a later model flywheel which has the ring gear installed from the opposite side or work up a scheme with bolts and washers to hold it in place. I seem to remember someone welding ring gear to flywheel. I don't recommend it but it might work. About 6 evenly spaced bolts with washers worked for me. Seems I had to do a little bending on the washers to get them to push against the ring gear to hold it against lip on flywheel.

Well, you are right, I split the tractor and found the ring gear had moved. Now I guess I will have to decide how I want to fix it. BTW is much trouble to replace the throw out bearing?

Throw out bearing is very simple to replace. Now is a good time to do it. I would measure the thickness of the clutch disk too or look to see if it is worn. The clutch adjustment is made at the clamp bolt where the foot pedal fastens to round shaft.
With the flywheel off you can static balance it with the clutch cover attached as the pilot bearing stays in the flywheel. Mine ran smoother when I balanced the clutch flywheel assembly.

I bolted mine togeter with I think 6 evenly spaced bolts maybe 10-15 years ago. I bent some washers to fit under the bolt and against the ring gear. I wouldn"t doubt that locktite red would hold everything together also but I wanted no more trouble so I bolted it.

I think all I did was put a bolt thru the pilot ball bearing and mount flywheel in vise. Give assy a spin and when it stops mark where it stops on the bottom. Spin and mark a few times and heavy side will stop at bottom. If you have never done this I would start with just the flywheel and spin it to see if it is balanced. Then add the clutch cover. My pilot bearing was well used so no friction from grease or seals.

BTW I just added another tractor to my collection a 47 OR 48 8N running for $500
