aslo might be fiber gasket on lift ram on top cover

Bob, The more info you give the better, don't know what you checked already. I'll start with the obvious and go from there.
1) Do you have the proper level hydaulic fluid?
2) Is the pto shaft turning?
3) Try the quadrant lift handle back and forth quickly to see if the control valve is sticking.
4) Open the port on the side with the dip stick and see if you see any unusual oil sprays or turbulance. Oil roiling by the control valve area my indicate a stuck relief valve. Spraying from the top may be a bad lift cylinder or rings.
5) shut it down and reach in and grab the control valve and operate the lift lever and feel if the control valve is moving in and out.

Just some ideas hope it helps and please let us know what you find.
