Steve - the 12v system on the TO-35 went into effect with SN 161,250. However, many of the 6v units were converted by dealers or owners to 12v. Either system will work fine in the TO-35, However, in colder climates, it is important to make sure your ignition components and your battery are in good condition with a 6v system, as you have somewhat less "juice." The 12v system has a negative ground while the 6v system has a positive ground. The TO-35 is a great tractor and I wish you well with yours.

You have a very good tractor in the TO35. Follow Pauls advice and your tractor will start in any weather. Keep the battery posts, cable connectons, cables and all the frame/body ground connections clean and tight. BTW, Most 6V problem stem from using 12V cables on them, 12V cables are'nt large enough to carry the amperage needed for the 6V starting system.
