Battery Running Down

Guys, I need some advice. I bought a jubilee last year (my first tractor) and have been trying not to break it more than fix it (hard at first). I noticed that my ammeter often read discharging and would randomly shift to the recharge mode without any consistency. The engine speed/load didn't seem to have much influence and I know it should. So I took the generator and the voltage regulator to a shop that could check them out. There was a short in the windings of the generator, so the insides were replaced, the voltage regulator tested out fine. I have also looked at the wiring based on descriptions from a friend and it appears to be ok, but I very easily could be wrong. I reconnected the parts and also made sure that the main belt was tight (.5" deflection). I am still having the same problem...the ammemeter shows discharge unless I bring the motor up to top speed, then the needle on the guage breaks loose and registers charging. I can drop the rpm to about halfway and it will continue to charge most of the time, any lower and it shows discharge. My 8 month old battery (was brand new) just died and before I kill a new one, I wanted to ask for advice. The last thing..the main belt may not be the true match for that motor because I have to move the generator to the end of the bracket (away from the motor) to get the correct tension.

Thanks for all of your advice!

Sounds to me like the regulator is sticking. That's what I'd suspect first (subject to further testing).

Since I'm not up on the Jubilee's electrical system maybe someone else can explain the diagnostic steps.
