1953 Jubilee Carbureator adjustments?

Now that dad's Jubilee is running smoothly, I was wondering what the proper way is to fine-tune the carb after it has been rebuilt. Starting with the recommended settings, which do you adjust first, and what are you looking for when you adjust them? Any suggestions?

With the engine warmed up, first adjust the idle stop screw to 450-500 rpm's. That screw is between the carb and engine.
Then adjust the idle mixture screw in until the engine BEGINS to run poorly. Back needle off until it smooths out.
The main jet is supposed to be adjusted under load. That's hard to do. Start with the adj. at 1 1/4 turns out( factory setting) . If tractor hesitates when engaging a load on the motor, back the screw out 1/8 turn at a time until it doesn't happen any more. Happy Tractoring.
