Choke Relief Valve -- Which Direction?

The Ford Shop Manual (P.100, Fig. 5)shows the relief valve flap on the choke plate hanging down and opening toward the body of the carburetor. I can't figure out how to install it that way and still have the choke shaft lever sprung against the post with the choke in the "open" position. If I install the choke plate the way the blow-up diagram shows (p. 102, Fig. 7) the flap ends up on top opening toward the body of the carburetor when the choke is closed. Is the later installation OK or what am I doing wrong?

Sounds like something is upside down. At any rate, the little flapper door needs to be installed such that you can take a little screwdriver and push it open manually with the choke closed. This should be towards the bottom of the carb. As I understand it, it will open to allow some air past it, but close in the event of a backfire.
