My 2000 diesel has a tube that runs down in front of the engine and connects to the oil fill spout. After the tractor has been run awhile and stopped a litle oil leaks from the tube and then stops. While it's being run I can see a little smoke coming from the tube. Is that blow by? What does it mean? Tractor runs fine otherwise.

As Rick B said, if tractor otherwise is fine, you can ignore it for now, just check oil level regularly. It is blowby and it means the rings are worn, but if you still have good compression and power, it generally isn't worth doing anything about it yet. You probably will get more smoke when pulling hard.

Yes, it's blow-by. All motors have it, some more than others. Unless it is way down on power, starts hard, or uses excessive amounts of engine oil, run it and don't worry.
