4000 Throttle question

I have a 4000 and the throttle keeps creeping back to idle.. Looking a my manual, it appears there is a spring on the pivot arm that goes between the throttle rod and the govenor control rod.
I dont see one my tractor, could this be the reason for the throttle creep.

There is a friction disc on the throttle linkage. If you have a 3cylinder 4000 it is on the bottom of the throttle lever, above the left brake pedal. On a 4 cylinder 4000, it is under the battery box. In either case, tightening the self-locking nut may cure the problem, or the friction disc may need to be replaced. Also, the self- locking nut may be lazy and creep out of adjustment. A new nylock nut or doubling plain nuts will cure that.

The manual says"to tighten the nut on the throttle lever plate"
