Ford 3600 clutch question

I just added a 1977 ford 3600 gas 6/2 to my small 'stable' of now 3 tractors. The person I bought it from swears he had a new clutch put in just before selling it but the clutch doesn't work properly (to me). I have to depress it all the way to change gears, and the pto starts at the same time as the 'motion'. I've checked the adjustment on the external linkage and I can feel the throwout bearing 'hitting' the clutch fingers (or something) with about 1/8 inch movement on the extrenal clutch arm. When I've seen this problem before the 2 stage clutch was all out of adjustment. From reading on here it seems I have to remove the steering gear box to get to the adjustment hole for the 2 stage clutch, then use a 1/16th drill bit to set it. Am I understanding what I've read correctly here and does this seem like a 2 stage clutch adjustment problem to those of you who have seen a 3600 before? This seems like a lot of grief to adjust a clutch but I sure don't see any access holes other than an inspection plate on the front of the bellhousing and I assume the adjustments have to be on the other side of the flywheel. Am I going to hate myself for taking this apart?? ;). Any advise or info would be appreciated.

My '75 3600 has a 2 stage clutch. Let up a little, PTO engages, let up the rest, transmission engages.

You may want to verify by the transmission code whether your tractor has live PTO and a 2 stage clutch. If it is a 6F/2R transmission and not an 8F/2R, you could well have transmission-driven PTO. Your description of its operation matches that. Usually a 2 stage clutch that needs an internal adjustment will not unload the PTO disc at all, making the PTO shifter grind as it is shifted in.

next to last number on the product code is 2, which if I read correctly is a 'transmission' pto ;( - I didn't know ford made those after the 8N. At least you got me straightened out before I tore into it and ended up even more embarassed - thanks again for the help.
