Getting to the points in a 4000

I am working on a 4000 ford with the 201 gas 3 cylinder. The tractor has been sitting for 6 years and I tried to start it last night but it doesn't have any fire. I wanted to file the points but when I took off the distributor cap there is a black plastic piece that covers the points and I can't get it out. Is there a trick to get it out without breaking it? It also wouldn't do anything when I turned the key so I cleaned all the connections so I guess the starter solenoid must be bad because I can get it to crank over when I jump it across the posts on the solenoid. I used my test light and it is hot at the battery side on the solenoid and when I have the key on it is hot at small connection closest to the battery side but it is not hot at the other small connection or the big post that goes to the starter. Thanks for any help you can give.

The points cover is just stuck, it should come right off as you expect it to. The neutral safety switch is probably stuck open, or the range lever is not in neutral. On 8 speed gear drive tractors, pull the trans shifter cover a couple inches then disconnect the wires from the switch before completely removing the cover to make the repair. Not a bad job at all and much safer than bypassing the switch.

You can bypass the safety switch - I know the dangers but for a test - Behind the sheet metal panels below the steering wheel to the top of the transmission there are connectors in each wire going to the safety switch . These can be connected to each other leaving the safety switch out of the circuit.

Andy is right, you just have to pull the cover off. If I were you I would just go buy some new points. I got a tune up kit from the NH dealer for our 2000 3cyl for $20. It came with points, rotor, spark plugs, condensor, and a gauge for setting the points.
