Brad, Tristan already pointed out one major stumbing block to your registration scheme, another one is the cost to maitain the site. If you were sucessful and thousands of people started using the registry, costs of operation would accrue (a small part of what a state charges you to register your car is for maintaince), how do you get people to pay for the service, don't say charge for it because you're not a state, you don't have the power to force people to pay and without that, they won't pay and then you're defunct.As far as I am concerned, were the problem big enough, the states would have already forced at least a law requiring titles onto farmers, but without economic pressure there is no incentive for the state to get involved. It amounts to what is a personal tragedy for an individual doesn't affect society as a whole. When your tractor is stolen and you make a report to the police, the serial number, it you're able to furnish it to the police, is entered into the the NCIC files maintained by the FBI as a stolen vehicle. Then, if for any reason, a policeman checks that serial number later it will be found. That said, in my entire career in the PA State Police, I never had to check a tractor serial number through the NCIC system. Good luck with your registry. Mike
