I recieved a gasket set and replaced o ring on my 53 Jubilee, primed the pump and the 3 pt doesn't lift that fast or it is very slow to respond. I finally got the arms up and applied pressure or weight to the arms and they do stay up. What can be causing the arms to respond slowly?
I just purchased it and it looked like it had not been used in years.

Probably the pump, the original vane pump in NAA's are notorious for wear; vane pumps don't like high suction load (i.e. cold oil). Piston pumps are subject to piston/bore wear, inlet/outlet check ball and seat wear, weak/broken springs but they're usually repairable. Other possibilities are main hydraulic relief valve, suction tube air leak, high pressure leak between the pump and the lift check valve.
