No. I have one with and one without. The 3000's with 8-speed transmissions and two-stage clutches were live PTO. The 4-speed and 6-speed transmissions with single stage clutches did not have live PTO; just live hydraulics. The 4-speed was replaced in the early 70's by the 6-speed (3-speed with high and low range).

3000's were available with both styles, transmission, and live. Most 4 speeds were transmission, most 6 or 8 speeds were live. I just looked in our PAL (CD based parts catalog), and they dont shoe independent on the 3000. "Live" should have a two stage clutch which you can feel when pushing down on the pedal.
