172 rebuilding problems

I am in the process of rebuilding the motor in my 960 tractor. I replaced the cam and had to get a different rear cam gear, the one that drives the hyd pump, the problem is that the heads of the bolts that hold this gear on hit the gear cover. Is there special bolts with shorter heads used for this purpose. The other problem I am having is the one of the seals that go on each side of the rear main cap do not seem the fit tight. I but the seals in oil before installing them into the engine. Thanks for the help.

I noticed the loose side seals when I put a new rear main seal in my 671. They are not leaking and do swell enough eventually that you could not drive them in after soaking overnight in oil. But I sure did not see any immediate swelling as the manuals and video indicated.
