Hank, Had the same problem, had to put a new clutch in it. a spendie little job, split tractor, and parts, works fine now. This happens when PTO is engaged with the RPM'S on the tractor not turned down!!, clutch won't take it, after a time!

Hank, The 1965 and newer 4000's have a multiplate hydraulic PTO Clutch in the Rear Axle. It has a spring applied brake on the outside of the PTO Clutch Housing, The Brake is released with a small hydraulic servo and uses the same pressure that applies the Clutch. For sure the brake pad is worn out. It may be worn from use or it may be worn because the PTO clutch doesn't fully disenage; the plates may be warped or worse. You'll need to split the tractor between the transmission and the rear axle to remove the PTO clutch assembly.
