NAA lift adjustment

I just rebuilt the hydraulics on my NAA, I thought I adjusted it correctly but it doesn't seem right. The lift arms come too high now. If I move the touch control lever all the way upthe arms come very high up then it seems to labor, the arms are at what I think should be the highest level when the lever is about 4 inches from the top. I think that I can damage the lift by putting the lever all the way up.
When you made the adjustments to the draft control and position control thingys what position should the lift arms be in? Is there a way of testing it with the cover off. The ITT manual says to use some tool for positioning the lift arms but I dont have that tool. Do I have to pull the cover again? That thing is heavy!

I think if you put the rest of the three point parts back on and hook up your lower stay chains it will be fine. Dave.
