4000 temperature fluctuation

recently picked up a 63 4000 gas, four cyl. the temp gage never came off cold, so i went down to the local parts house and bought a 190 degree thermostat. installed the thermostat and fired her up. the gage went up to the red and then dropped back to cold and back up to red and back to cold. it kept doing this, so i installed another thermostat. same thing. went to the local fnh dealer and purchased a genuine ford thermostat.still does it, but not quite as erratic. never saw anything like this before,neither has anyone else i have talked to. any ideas on this water pump? head gasket? radiator has been gone through and rest of cooling system is clean. thanks

2 things come to mind. First, are you installing the t-stat in the correct direction? The pellet needs to face the engine, not the radiator. Second, are you getting all the air out of the system when you re-fill it? Try cracking the fitting at the temp sender and make sure no air comes out.
