Vacuum Line identification (Ford 1720)

Just bought a 94 Ford 1720 and am trying to fix the jury-rigged things the previous owner did. I found 2 vacuum lines coming out of the firewall on the right side. One goes to the fuel shut-off valve, the other goes to nothing. Any idea what it should be going to? I see pictures in the shop manual with the 2 vacuum lines coming out but nowhere does it describe where they're going.

Doesn't the 1720 have a diesel engine? If so, there ain't no vacuum lines, unless you have some sort of a vacuum pump.

one is a bleed line from the fuel filter head. The other goes to the fuel return connection on the number 3 fuel injector.
