The arms drift down then come back up and it will not pick up much weight. Are there a place to check the hyd fluid or dose it use the rear end grease? What do I need to do?

This is a generic answer. If the 3ph cycles up and down while in the neutral position, the answer usually is that the hitch is leaking down and it needs to be rebuilt. One or more valves, seats or seals in the hitch can cause the same problem. However, the cycling and the low power may be separate problems. I think I'd start by finding the hydraulic fluid fill (which I can't answer), check the level and maybe change the fluid and filter if there's a question about their condition. Some, or all, of the problem may disappear and then tearing down the 3ph might wait a few years. Another question I can’t answer is which hydraulic fluid is best.
