'58 ford 841 Lift Range Adjustment

I can't get my lift to go below about 14 1/2 inches off the ground. Once I shut off the tractor, it will leak down to about 7" of the ground. Once I start it back up, it hops right back up to the 14" range. Is there some adjustment I can make to regain that last little bit at the bottom?

I have bid on an FO-20 manual on E-Bay, but it'll be several days before I know if I won. I'm still looking for a reasonable condition owner's manual at a good price.

I have a finishing mower that requires about 9" off the ground to hook up. If I can make the adjustment, I can use the mower. If it isn't designed to go that low (surely it is), I can't use the mower.

Anyone?
