3 point lift doesn,t lift all the way

I have a 63 4000 that does not seem to lift as high as it should ,or at least as high as my other tractors.If I take the guard off of the quadrangle I can move the handle arond the stop point and then it goes up.I looked in the shop manual and it does not address this.I have loosened the nut that holds the spring and friction plate to the quadrangle,and then attempted to pull it off,but it would not budge. So before I break something,should this pull off at this point and then can I just rotate it about 10 or 15 degrees?

It should pull off, but it is rusted fast. It will not rotate, as the lever mount is keyed to the shaft and will only go on in one position. Probably the cam follower pin is worn nearly through, along with wear on the rest of the internal linkage. Best to remove the hitch and overhaul it. Gaskets, seals, o-rings & adjustments. Not a big deal, do it all once and it will perform like new for a long time.
