3600 Wont Start

I just bought a 3600, which of course ran fine when I looked at it. Went to my place yesterday and it wouldn't start. I tried and tried-nothing. Based on a call to the previous owner and research here on the board, it has to be the plugs not firing or plugs not getting any gas. Since my place is 1 hour from here I can't run out to see if they are dry, but there is a small drip of gas coming from under the carburetor.

From my search here that is indicative of a stuck float in the carburetor. The previous owner suggested this might be the problem and said to bang carburetor gently to free it up. I don't have any reference manuals, so does this sound like the best way to deal with it if the plugs are dry? Does anyone know what kind of carburetor is on the 3600 and is it hard to rebuild myself.

One final thing, there was a wire from the resistor to the distributor that was frayed and apart. I replaced it thinking that might be the problem, but didn't change a thing. Any opinions are greatly appreciated. I'm heading back out there this afternoon or tommorow.
