4 cyl. 4000-timing problem?

I recently rebuilt the engine in my '64 4000 with the 172 cid diesel engine. The injection pump was working great before I rebuilt it. Now I can't get the tractor to crank. I have pulled it to make sure all of the air is out of the lines. I had the No. 1 and 4 cylinders in the up position when I put the pump on, and the mark at "0" was showing on the flywheel. The marks on my injection pump were close, but not quite in alignment. I had the wide side of the gear of the pump toward the block. I believe that the timing is not set correctly. Any advise on how to set the timing, what numbers should show on the flywheel, firing order, etc., would be greatly appreciated. Will valve adjustment cause a problem? Help!

Spencer,
First, be sure number one is on TDC after the compression stroke. You might have number four at TDC knowing Murphy's Law. Watch the valve action to determine if number one is on its compression stroke. Set the flywheel at 18 to 20 degrees before top dead center. The large radius of the pump drive gear should be towards the block. Install and rotate the injection pump so marks on the pump cam and pump governor cage are aligned in the timing window.
