before i send the inj. pump. out to rebuiltcann it be fixed by me or not also i think it is leaking oil into base. one thing i saw someplace was a possibilty of plastic washer being broken in the gov. does anybody know where a rottomaster manual be obtain or reprinted

Sure sounds like a govenor problem. Check linkage first to see that it is free and has no catch positions then check the fly weights. As rpm increases the flyweights overcome the tension on the throttle spring and bring the rpm back down.

If the engine surges it is most likely the gov washer in the pump it is a plastic/ nylon ring with I think 6 holes in it depending on experiance level it is not something the average guy should tackle lots of small parts and very precise you've got to be very clean and careful
