How do I go about changing pto brake? In the disengaged position pto is turning fast. Can you get to it through the back cover around the shaft, or does the top cover need to come off? Thanks for your help.

Could just be a failed brake pawl. A rear split is still requuired, you should swap out the clutch and brake piston seals, brake pawl, and clutch drum seals(3). Clutch discs and plates only if their condition warrants. If it drives an implement properly and you can turn the output shaft with a pair of Channel locks WHEN THE TRACTOR IS NOT RUNNING, the discs and plates are probably OK.

You may have some warped clutches, that's usually the problem with these!

my 4000 has the same problem. the tractor has to be split at the tranny/rear axle to access the pto brake. big $$$ for the repair. i was told about $600-800 for the complete job, parts included. there is an adjustment from the outside area on the left side of the housing, but if it is turning fast you probably won't be able to fix it.
