A few years ago I found a local shop that would sell friction material for brakes and clutches. I gave them the ID, OD, and thickness of the pad material. They could sell me just the friction material or have the new pads bonded to the old disks. I think the pads only were a little over $5.00 each. Having them mounted pushe dthe cost up considerably. At the time, I had neither time or money, and the existing pads had plenty of material left. I installed the next size bigger ball bearings in the pockets in the counter-rotating plates that apply the brakes. This bought me a few seasons of light use. I think I will have to do something about new pads next year.

Best I can remember, a disc brake for a Case tractor will work. Might check with a aftermarket tractor parts business near you and ask for a disc brake for a Case, part number A65189. If no after market source is available to you try a Case IH dealer. It has been several years since have sold brake parts for a Balmar. Hope his helps.

A fella named David Tiefenbrunn has a Balmar and posts here sometimes. He commented that it eats brakes. Dave has the tractor apart to repair the transmission and might enjoy contact with someone else that owns one of those things. The link below is to his website, and the e-mail address is at the website.
