Can't get timing to meet specs

I have a 4000SU 3 cyl. and cannot move the distributor enough to get the 4 degree BTDC mark to line up with timing light. The vacuum advance hits carb. before I can get even close to 0 let alone 4. Any ideas out there?

Move the wires one hole around the cap and then the distributor back, that should get you there.

Is the cam interface toothed or a slot. If toothed, back it up (move it forward)a tooth.
