Starting problem this weekend at 33 degrees F. Have to cover up carb intake with palm of hand and use starting fluid to get enough gas to fire. (but does not every really catch).

The tractor has been hard to start before, but I have never tried to start this cold. Runs ok in warmer weather.

Compression , ignition and fuel delivery to carb is okay. Cleaned carb this weekend, but no improvement.

Thinking the carb is bad and some passage is still plugged up (but runs ok in warm weather).

Time to buy a Zenith carb?? What else do I check.

Thanks a bunch
Bill

Not sure what your version of "cleaned the carb" actually entailed, but one easily overlooked thing on the Holley carbs is the gasket that seals the round cover on the bottom of the carb. If the gasket is missing or blown out it allows extra air to be drawn in, leaning the mixture out. Not what you want on a cold start-up. There could also be other issues in the carb as well.
