1967 Ford 5000 power steering questions

I recently acquired a 5000 and the steering cylinder was leaking so I decided to rebuild it. This is the early power steering with the power cylinder under the radiator. I am rebuilding this cylinder and I have two questions:

1)There is an o-ring and a leather backup ring that seal the piston rod. Which way does the leather backup ring go- with the "rough" side against the o-ring or the "smooth" side against the o-ring?

2)There is no spring between the cylinder bypass ball and the cylinder bypass plug. My plug has a small extension on the bottom of it that nearly touches the ball when it is screwed in place. My I&T manual does not show a spring but my Ford manual does show one. The plug shown in the Ford manual does not have the small extension that mine has. The Ford parts manual shows the ring and then says "Used on some early versions of this cylinder". It appears to me that with no spring installed the fluid pressure will easily lift the ball off it's seat and allow some fluid to bypass back to the return line. Is this the way it's supposed to work?

Concerning the leather backup washer and the oring, I know from experience on the hyd lift pistons that also use that setup, that you put the smooth side to the oring.

My parts manual shows that spring as 33A .. No longer serviced, lists it as used on some early models.
