Well I ended up getting the tractor. You guys were right it has been repainted you can see the red under the blue where it is peeling in some places. Now for the main problem. The tractor loads up real fast pushing the throttle lever up does nothing. It is hooked up and moves. If you pull it down the tractor will run faster. Also when you shut the tractor off gas drips out of the sediment bowl and on to the exhaust pipe. Any help would be great. Besides that I love the tractor.

Under the gas tank in the center is the fuel shut off. turn it all the way clockwise to off. The glass bowl is leaking probably because it has a bad or not seated right gasget. The throttle does that because it is supposed to. Just got off my 861 to come in and cool off, they are a nice tractor.
