Pete; Sounds like your tractor has a transmission pto ..which means it doesn't have live power and shifting trans will be a problem when using PTO....and when the mower is running and you push down clutch pedal the tractor keeps moving. You can install an overiding clutch on the pto shaft between the pto and the mower. This will help in shifting with pto running. It is a simple after market attachment....easy to install.

If it has live PTO, the clutch pedal will ride very high (two stage clutch). So high that it looks unusual. Also, where the connecting rod attaches to the clutch pedal you will find two holes in the clutch pedal. To operate the PTO, the connecting rod should be attached to the top rearward hole. If the clevis is attached to the arm at the front lower hole, the PTO will not disengage when you depress the clutch.

If your tractor does not have the above attributes, you don't have live PTO.
