What happens when it all cools down and the oil viscosity thickens back up? What is in there for oil, and when was the filter last changed?

First off which 2000 is it? Is it an early 4 cylinder or later 3 cylinder?

At any rate, you've lost pressure at low RPMS for some reason. If you were to run the pressure checks at all servos and in all gear ratios, it would give us more to go on.

Did the PTO and shredder keep the normal pace or did it quit at low RPMS too?

My guess is that you have a ruptured seal on the main pressure line, but there are about five other things that could cause this besides low oil level. Is your inlet screen restricted by any chance?

There are a couple guys here that are the forums SOS experts.. I'm sure they will be along in short time. My non-sos experienced guess is an internal leak that is bleeding off pressure to some important part.. like a clutch pack / servo .. and not letting it engage untill you rev the engine up enough to get more pump rpms to overcome the leak.. etc..

That's a WAG.
