My float hangup problem appears to be related to the level of fuel in the tank i.e. the higher the level the greater the force pushing up and no hangup.Am I imagining this or have any of you experienced this?

Maybe I read your post wrong. I was assuming you are actually flooding out the carb due to the float sticking open or leaking, not that you are not getting any gas or too little.

If you have one of the viton tipped needle valves it may be sticking shut.They do leak or stick shut often.

I would imagine that a higher tank level would only cause a higher needle pressure and tend to make your chances of the needle on the float leaking even greater. Maybe you have some trash in your tank that gets to your carb easier at lower tank levels. Do you have the sediment bowl inline from you tank to carb?

I'd look for fuel obstructions, like at the elbow screen.. etc, and also check to see if the float is getting hund on the bowl wall.
