4000 Ford PTO question

I am looking at a 4000 Ford tractor as a purchase. it seems to be the perfect size that I need. The only fault that it has that I don't understand is about the PTO. It turns all the time. It can not be turned off because the lever used to disengage it is broken and a make shift lever has been made for it but it will not turn off. It won't even stop with the clutch engaged. Maybe something inside is come loose or just maybe something else is wrong. Can one of your Ford guys give me some advise on the tractor. It is a mid to late 60 model, he thinks a 68 but not sure. It has a high low shifter and a 4 speed shifter. Also should it have a double clutch? It is probably an above average tractor for the year and has lots of use. Along with the question about the PTO I was wondering if you would have an idea of about what it is worth? Maybe a high low range price.

That 4000 should have an independant PTO.... and they do act like that when they're cold.... but it should stop when it's warm. There could be a control valve issue given that the handle has been damaged. It could also be a simple brake issue, or a clutch problem. If the shaft will stop with light pressure or a small load, then it's the brake. If it won't stop under load, it could be warped clutch plates, or a valve problem. Without knowing what's wrong in there, it's not fair to try and price it... That could easily be a 1000 buck repair if you've got to have it done. Probably more.

BTW, the main drive clutch is a simple single disc. They are a very solid old tractor, but the hydraulics are pokey and the front axles don't really like loaders too much.... Otherwise, they're just about bulletproof. HTH.

Rod or one of the other more knowledgable posters can give you more detail but it sounds like an 8-speed transmission with independant PTO. The PTO in this setup operates completely independant of the transmission & clutch. This continuous spinning is a pretty common. There is a small brake that is supposed to hold the PTO when it is not engaged. These wear out over time especially when the PTO is disengaged with an attached implement turning at high speed. The lift cover must be removed to gain access and fix the problem.

The 3-cyl 4000's like the one you are looking at are regarded pretty highly in my area. They have good power for their size, wet brakes, usually power steering, and the previously mentioned independant PTO. I have seen rough but useable ones go for $4000 or so and the nicer ones with loaders go into the $7500 range.
