Chuck, Nathan is right, the power steering control valve is mounted on top the power steering cylinder, as the linkage wears, the valve may not move far enough to direct oil into the cylinder to move it. The arm that moves the valve has a pin that extends down into a large hole in the center steering arm to limit its movement. It's a one inch pin in a one and a quarter inch hole. The linkage to the control valve needs to be adjusted so the valve is centered when the limit pin is centered in its hole.

There's a little valve on top of the steering cylinder that may be sticking or have some loose play. It's up front under the radiator, in a heck of a place to work on. I need to break down and fix mine but I'm still fighting it. I don't use it that often.
