I tightened up the big locknut by the rocker arm where the third point attaches & it didn't make any difference-still won't lift a bale. Another thing I could try would be to hook it up to my semi-mount plow. It only hooks on the lower arms-doesn't use the top link. If it doesn't lift that then I know its a problem unrelated to the large nut adjustment.
What do you think?

Another thing.... you just jogged my mind with the semi-mount plow.... Check the system selector lever and make sure it's either in Draft or Position control. An erratic Load Monitor could do cripes know what.... and it might not move anything on the arms. So check that. Also check that the linkage for the lift lever is intact. There is a cross type piece, made of sheet metal that connects the linkage to the lift cover, quadrant, and they do rust away over time.... but then the arms generally won't move at all, and the lever feels light. Things to check, but I rather think the problem is in the unload valve, or internally, from what you describe.

I could have my daughter sit in the cab and move the 3 point control back and forth, while look under the cab and check it out.

Just curious-does NS stand for Nova Scotia as in Nova Scotia, Canada?
