My friend is looking to buy his neighbors tractor for food plots, etc It is a Ford 4000 SU (1976). He is looking to get $6000.00 for it. The tractor has a loader and wheel weights and is very clean. The only thing wrong is the PTO is always running. Can the PTO be fixed? How much? Is the tractor worth $6000 and what is the HP? Is this model a diesel?

Without seeing the tractor I cannot provide much guidance but will say that I have been looking for a good late model 4000 SU diesel for some time. If it is in good condition, the price sounds reasonable.

If it's actually a '76, then it's a 4600. The 4000 production ended in late 1975. The UNIT code off the ID tag will determine the production date.
Regardless, if the PTO is likely to turn on both when the oil is cold, but it should stop after it warms up. If it continues to turn, then there is either a brake problem, a pressure problem to the brake, or warped clutches. If the clutches are warped, you will not turn the shaft by hand when the engine is off.
What's it worth? I dunno. If everything is in workign order, it's clean and straight, and has good tires.... it's probably worth the 6 grand. With unknown PTO problems you could be looking at a grand to do a rear split and fix it... The HP was rated at 52 PTO, and the 4000 was available in both gas and diesel... but by that time gas was getting rare.

Did the late SU models still have the weak sister axle/ if so.. he needs to check it out due to the laoder.. etc..

Yes. That's what the SU was all about.... that damn axle. You're right to suggest checking it.
