OK, we pulled the end off the pump, there is a spring and few other items inside. I noticed that the compression spring had not tension on it, so I lifted up the piece that it sits on and released it. After that there was always pressure on the spring. Is the cutoff piston by any chance attached to this lever under the compression spring.
In our moving line all around, broke the rubber part of the return line oh well we will fix that tomorrow, and then see if this thing will get fuel beyond the pump and MAYBE with luck it will start....Thanks

I'm away from home so my manual isn't with me. As I recall from when my metering valve got stuck there is an arm or lever that rotates CW and CCW. When the valve is stuck it doesn't rotate. I grabbed it with a pair of needle nose pliers and twisted and it broke free easily. I believe there was a spring attached to the arm and normally this spring would pull the arm to make it rotate. Move your throttle lever fore and aft and watch the mechanism move. If you see a small arm rotating CW and CCW then you have found your metering valve and it is not stuck.

This is a diagram of a DB pump for a GREEN one. Does it look like your's?

If so, Key #'s 9 and 29 are the metering valve and lever.

the spring I was talking about is #23, lever was #22.

I will save this picture and look to see if #9 is rotating, I don't remember. I do remember when friend first looked inside #29 was stuck not moving at all..Thanks
