I have 1968 3cyl gas 8 speed independant PTO. The 3 point arms have no middle range adjustment. If you move the height control lever up you reach a point where the arms move all the way up otherwise they are all the way down. I have the tractor disassembled and see nothing obviously wrong with linkage. There is a funny short control lever under the seat that changes the way the linkage works. What is this and what does it do? This tractor has draft control. How much time did engineers work on these systems that nobody ever used. Sure complicates any 3-point system. Thanks in advance for any help.

the lever you refer to is the draft/position control lever, up for position control & down for draft control (which sounds like where you have it now).
If the linkage is working correctly internally all should start to obey your command.
Some of the common problems with the internal control mechanism are rust gumming up the works and/or the 5/16" pin which follows the position control cam wears out.
I have the settings for the linkage's, but it normal to find that if the problems mentioned are remedied the settings prove to be OK.

Thank you for your response. So, you are saying that in draft control the arms will act like they were. After having to totally disassemble the transmission because of a rough bearing on the countershaft, it would be nice if at least one problem would be easy to fix. I spent an entire hour in the local Ford dealer ordering gaskets, seals, etc. I am also trying to fix the PTO brake. Boy did they bury that one. Its got to be the most difficult pto brake to repair I have ever seen on a tractor.

I just made the connection, I actually responded to your 4000 transmission question albeit a bit late but it sounds as though I wasn't to far off that problem either.
As for the PTO brake, now is a perfect time to do it.
