I want to move my sos to work on the carb(has rust in tank and carb, will not run and has been sitting for a while) I tried to move the lever on the left hand with bolt removed. I had to tap it a little to get started and then moved lever. Tractor would still not move even when pulling with truck. I have moved it this way before, but now it will not budge. I need help bad. Thanks.

You should be able to rock the tractor a bit by hand. Rock it back and forth. When the traction disconnect is disconnected the hand rocking will feel noticeably different.
If that fails, remove the round cover under the strap you have the nut off of. This cover also has the hydraulic oil level dipstick in it. You can visually see the traction disconnect through this opening. You'll then need to make sure you get the eccentric lever back in the slot in the coupler sleeve correctly when you reinstall the cover.

I tried moving it with a strap attached to my truck foward and backward. I am not understanding which cover to remove and how to verfiy that it is disconnected

Have you tried rocking the tractor while moving the traction disconnect? You can tell when your disconnected using this method. Otherwise, you'll have to follow Dean's advice.

Verify that the traction disconnect is fully disconnected. If in doubt, remove the inspection cover on the left and have a look.

If it still will not move verify that the brakes are not locked or rusted.
