Friends 8N engine surgging.

Friend told me his 8N when at idle speed or working it speed up and down. He can control it by pulling the choke out alittle, He had the carb at a shop 3 times, and it has good fuel flow.
I told him it may be a plug passage or maybe trottle linkage to the governor. Give me some info for him. Thanks P.S. I posted this message on the 8N site also.

If chokeing helps it means the engine isn't getting enough gas. He should try to open up the main jet a half turn at a time to see if it helps. Tell him to keep turning it out a little at a time till it stops. If he gets to the point that its all the way out and he can remove it from the carb and the engine still runs it means he still has a clogged carb
