In all likelyhood the pinch bolt that holds the release lever to the clutch cross shaft has broken or there is some other problem with the release bearing. Probably easiest to split it and get on with life.... That's not a difficult tractor to split.

As John said if its cold enough. Or something may have broke inside of it. I don't know that one well but you might be able to pull the starter and look inside to see if things are working as they should be. Also pulling it with another tractor will do little to help pop one free but driving it will.

Is it below freezing? Could have water frozen in there. That would happen in 2 hours.

No need to push start it. Put it in a low gear and then if it has a starter switch like to older fords just short it to ground. Now if it doesn't have that type then not sure unless it doesn't have a safety interlock. You can also spray brake cleaner in and around the clutch if its caused by rust/grease problems. My 8N will lock up like that if it sits for more then a few hours so I block the pedal down when I'm not using it
