55 640 governor not functioning

While driving with no load or implements in 1st or 2nd gear at 1000 rpm, engine would lose RPM when driving thru soft ground. I don't think that the governor is working. Also noticed it when it encountered heavier patches of grass when mowing. In addition, when I let the clutch out to take off, it bogs and I have to increase throttle. I have recently rebuilt the carb and it works well. Maybe be related-engine has a good bit of blow by (planning to install new sleeves and kits this spring so I will be able to get into the governor at that time). Linkages are clean and free. I haven't tried hanging over the side to see the linkage work yet. I had an uncle try something like that on a model T by lying on the front fender to adust the carb while his buddy drove. . . hit a bump and fell off! I'd appreciate your thoughts and replies. If you want to check govenor response it's as simple as removing the govenor rod from the carb butterfly. Run the engine and control it's speed manually at the carb. If you speed the engine up and the govenor moves the carb rod to slow it back down, it's responding. Conversly, if you slow the engine down and the gov moves the rod to give more throttle, it's responding there too... It's that simple, and easy to check.
IF the govenor doesn't respond when the engine speed changes, you have a govenor problem.

The problem you describe under load may be as simple as the engine not havingthe ability to develop enough torque to do what you want done. It may be at WOT and still dieing...

Yep, time for a rebuild I think. Governor responds to changes in throttle position. Hooked it up to a bush hog and it fell flat on its face!
Time to find a spot in the barn for a rebuild after hunting season. I've been using it as an ATV during deer season, hauling stuff to my camp on a 3 pt lift (hope to use it to haul that big buck on too!). Thanks for the help.

You may want to drop your oil pan and check for any rollers or bearings lying in there that may have fell out of your governor.My 55 640 has the two piece timing gear and governor cover for the flyball governor but uses the Pierce flyweight governor.I think it takes a different governor spring if you convert to it. My rollers and pins fell out when the governor fork was not applying pressure to governor.
