What would be the cause of the tach needle swinging constantly? Is it a cable or tach problem ya think?

You didn't say what model tractor this is... or if it has a cable or electronic tach.
On the 65-92 Fords with a cable, it could be dry as suggested already, or routed poorly. Aim to remove any kinks or bends and make sure it's not pinched anywhere. The 30 series were bad for pinching between the hood/fuel tank around behind the aux hydraulic pump. We've gone through quite a number of cables and angle drives for that reason.

If you're dealing with a 40 serie sor newer tractor with the italian instrument panel, then a swinging needle is about normal for them after a few years. I've never dug into it yet to find the problem but I'd suspect that it's in the magnet setup that drives the needle... or I believe that's what drives the needle. All I know is that it's a POOR cluster compared to the Stewert Werner it replaced.

I had the same problem on a '65 3000 diesel. the end of the cable was worn to the point that it was slipping inside the gearbox on the generator. Thus the swinging effect on the tac needle. If the grease doesn't help look at the cable ends for signs of wear.

Most likely a dirty/dry cable. Pull your cable out and clean it and the houseing tube then reinstall with a dry lube like graphite. A car/truck speedo cable with do the same thing and cause the speedo to jump like that also

I think Larry's right on, Allen.

Lube your cable with dry graphite if you have it.

Alternatively, you can use ATF if you do not have the preferred graphite.

Try a drop of on the bushing in the back of the tach.This can make noise that sounds like a dry cable.I have found this part seized up on car speedometers when cars have been sitting for a long time.Cable will break if this happens.The part that the cable drives runs dry after 50 years with no oil.
