3000 power steering

I took the power steering cylnders off my 3000 to get water out. I notice that with the lines disconnected both have virtually no resistance, but do when you put your fingers over the holes. They did squirt fluid out fairly strong. Neither of them leak when hooked up. Is that normal or should they be rebuilt. My I&T manual doesn't really give me much help. I just don't want to go to the trouble of hooking everything back up only to find I should have rebuilt them. Thanks for any advice.

I agree with Mark. FWIW - There are left and right sides on those cylinders and the lines have to go back on the same way they came off. My $.02
