Looking at 1974 Ford 4000 with loader. The PTO is constantly engaged. Is this to hard/expensive to fix? Think probably the PTO clutch or the control valve. Price on tracter is $3500. Needs some definate cleaning and paint.

You should be able to stop it with your foot as Dean stated, but use an old 2x4 instead. That way you can still count to 20 and not have to stop at 15, if ya know what I mean.

It sounds like the 4000 that you are looking at has the S-O-S transmission.

If so, it is normal for the PTO to turn when the engine is running and there is no load on the PTO because the S-O-S is not equipped with a PTO brake.

It should not turn when turned off if there is a load attached, although it may drag a bit when cold.

You should be able to stop the PTO from turning with your foot when it is disengaged although it may take a bit of pressure if the oil is cold.

That's the main reason I sold my SOS; well, that and I was worried about it breaking; no one left around here that knew how to fix 'em. A pain trying to hook up implements. Had to shut off the engine.

That means at a minimum the PTO brake pad is worn out. Or the clutch discs and/or clutch piston is damaged. A rear split is required to repair any or all of the symptoms. For my money, an otherwise decent late 4000 diesel 8 speed with power steering is worth the asking price.

Our 4000 has always had a habit of slowly turning the PTO when it was cold. I've never investigated why it is that way... I suspect either a pressure problem or a worn brake pad, but it's done that for as long as I can remember. It does hold once the tractor warms up some. The control valve has always been wonky on this tractor too...
Just one more possibility to think about before diving into a rear split.
