Ford 3000 --needing help with a weird lever

My dad just looked at a Ford 3000 for sale. It is a 8 spd transmission. It has a ford trip loader on the front of it. The problem is that when my dad drove it, he said in order for the rear lift to work, there was a spring loaded lever under the right-hand side of the seat that had to be held down. Is this a problem? or a easy fix? The tractor runs well (diesel). What is the purpose of the lever? If it is not a huge problem, we want to purchase it. Please fill me in... Thank you!

The lever is in draft control now (for plowing) the linkage is out of adjustment under the top cover below the seat. You can either have a New Holland dealer adjust it or if you won't be plowing flip the lever 90 degrees to position control (for using most 3 pt. equipment).
