OK, I put a new fuel pump on the tractor, still won't fire, so i drained and pulled the fuel tank again, took the rocker arm cover off, took out all of the bolts out of the head but cant get it to budge.

Did I mis somthing?

This is only my first resteration project so I will take all of the advise i can get.

It was probubly a good reson I tore it down again be cause this time I found a bent pushrod that I missed before. Rookie mistake. I think thats the reson why it quit in the first place. So now HOPFULLY other than gaskets, I wont have to replace anything else, wink wink.

It will run with a bent push rod, not well.

Make sure your pump is timed, marks in the windows and all that.

Make real sure all the air is bled out. Are the cylinders dry? need a dab of lubrication to build compression.

You need to put the head bolts back in more than likely. It probly needs to be bled, but how did you know the pump was bad?Now that you have the valve cover off, crank it over and see if the valves are moving. If they are you need to check your timing and make sure you put the pump on right. You have marks on the flywheel you need to line up and they have to be on the compression stroke. That would mean that both valves would be closed on number one cylinder. The way to see if they are closed is if the rocker arms on number one are loose,if they are line up your marks.Bleed your system and try to start it.In order for a Diesel to run you need to get the air out of the system,You might need to pull it a ways to get it started.

Did you properly remove all the air from the fuel system? Do a search in archives for instructions.
You should (as soundguy suggested) pull the injectors & do a compression check before you start ripping things apart.
Repost if you need more help.
Good luck

Some rocker arm cover bolts are head bolts too.

I agree with Soundguy - you may be panicing early.

What else have you done besides change the injection pump, cranked it over once and started to take the head off?

You do have a manual for the machine, right?

I think I'd have done a compression test prior to all that..
