Rick's advice is good. However, if I remember correctly, the safety valve is just under the accessory plate and to get to it you only have to remove 4 or 5 bolts and you don't have to remove the lift cover. So I'd start with the safety valve since it's so easy. Check the spring and detent ball at bottom of safety valve. There are several o-rings under the accessory plate. Put a little grease on the new ones to hold them to the accessory cover while you position it and replace them. Then if that doesn't fix it, remove the lift cover and check it out under there as Rick said.

It is probably a failed lift cylinder piston seal. Bset to pull the lift cover, change all the o-rings and seals, and replace the housing gasket.
Check the cam follower pin for wear. The parts to do all of the above are cheap enough that it doesn't pay to do half of the job. It could be a faulty safety valve, but that is far less common.
